The latter's contribution was astute: the term citizen is cited in the Bill of rights, elsewhere...its the differentiation between THAT, and being a US Citizen, which is CRITICAL. Words mean different things. Be sure youre hanging your hat on the precise term. "make it such that you can not be misunderstood."
