It appears to catch one of the earlier conversations with a man who is not identified while out on a boat. We will refer to him as Hat Guy until we find out otherwise. The interference sounds like shortwave or HAM radio which I’m assuming is how these conversations took place but there is nothing to indicate where or when the recording was made and most importantly, why. www....
