Over the last seven decades, some states successfully leveraged the threat of acquiring atomic weapons to compel concessions from superpowers. For many others, however, this coercive gambit failed to work. When does nuclear latency--the technical capacity to build the bomb--enable states to pursue effective coercion? In Leveraging Latency: How the Weak Compel the Strong with Nuclear Technology (Oxford UP, 2023), Tristan A. Volpe argues that having greater capacity to build weaponry doesn't translate

Predicting Disasters: Earthquakes, Scientists, and Uncertainty in Modern Japan (University of Pennsylvania Press, 2024) takes seriously attempts to reduce uncertainty around the timing, magnitude, and location of earthquakes in postwar Japan. Covering the period between early warnings about earthquakes in 1905 right up until the Great East Japan Earthquake in 2011, Kerry Smith explores the different ways scientists in Japan tried to predict earthquakes, how they sought to communicate their efforts

In this episode of High Theory, Marcello Vitali-Rosati tells us about bugs! A bug can be a small insect, an illness, a spy device, or a digital malfunction. The computer bug, the ghost in the machine, derives from an older engineering use of bug as mechanical failure, and the insect, in turn, derives from an earlier sense of bug as specter, an invisible and frightening ghost. Like philosophy itself, the computer bug stops our ordinary workflow and causes us to think, to question the very task we had

To meet the greenhouse gas emissions reductions needed to stave off the worst impacts of climate change, a transition away from fossil fuels must occur, as quickly as possible. But there are many unknowns when it comes to moving from theory to implementation for such a large-scale energy transition, to say nothing of whether this transition will be “just.” In A Just Transition for All: Workers and Communities for a Carbon-Free Future (MIT Press, 2024), J. Mijin Cha—a seasoned climate policy

The phrase "racial capitalism" was used by Cedric Robinson to describe an economy of wealth accumulation extracted from cheap labor, organized by racial hierarchy, and justified through white supremacist logics. Now, in the twenty-first century, the biotech industry is the new capitalist whose race-based exploitation engages not only labor but racialized consumption. This arrangement is upheld through US drug policy, which over the past century has created a split legal system—one punitive system

Yochai's book, Not in Our Brain: Consciousness, Body, World (Magnes Press, 2019), examines the meaning of psychology and life based on the premise (following Merleau-Ponty's theory) that we are present in the world through our bodies. We are not merely rational beings or machines, but our existence in the world is through the body. While the book examines Merleau-Ponty's theory through stories of prisoners and people dedicated to meditation, our conversation took a different and fascinating

In Slow Wood: Greener Building from Local Forests (Yale UP, 2024), environmental historian Brian Donahue advances a radical proposal for healing the relationship between humans and forests through responsible, sustainable use of local and regional wood in home building. American homes are typically made of lumber and plywood delivered by a global system of ruthless extraction, or of concrete and steel, which are even worse for the planet. Wood is often the most sustainable material for building,

At the beginning of the twentieth century, two British inventors, Arthur Pollen and Harold Isherwood, became fascinated by a major military question: how to aim the big guns of battleships. These warships—of enormous geopolitical import before the advent of intercontinental missiles or drones—had to shoot in poor light and choppy seas at distant moving targets, conditions that impeded accurate gunfire. Seeing the need to account for a plethora of variables, Pollen and Isherwood built an integrated

In Reproductive Labor and Innovation: Against the Tech Fix in an Era of Hype (Duke UP, 2024), Jennifer Denbow examines how the push toward technoscientific innovation in contemporary American life often comes at the expense of the care work and reproductive labor that is necessary for society to function. Noting that the gutting of social welfare programs has shifted the burden of solving problems to individuals, Denbow argues that the aggrandizement of innovation and the degradation of reproductive

On a winter's night in 1951, shortly after Evensong, the interior of St Paul's Cathedral echoed with gunfire. This was no act of violence but a scientific demonstration of new techniques in acoustic measurement. It aimed to address a surprising question: could a building be a musical instrument? Pistols in St Paul's: Science, Music, and Architecture in the Twentieth Century (Manchester University Press, 2024) by Dr. Fiona Smyth tells the fascinating story of the scientists, architects and musicians

Fascists such as Richard Spencer interpret science fiction films and literature as saying only white men have the imagination required to invent a high-tech future. Other white nationalists envision racist utopias filled with Aryan supermen and all-white space colonies. Speculative Whiteness: Science Fiction and the Alt-Right (University of Minnesota Press, 2024) traces these ideas through the entangled histories of science fiction culture and white supremacist politics, showing that debates about

How do states build vital institutions for market development? Too often, governments confront technical or political barriers to providing the rule of law, contract enforcement, and loan access. In From Click to Boom: The Political Economy of E-Commerce in China (Princeton, 2024) Lizhi Liu suggests a digital solution: governments strategically outsourcing tasks of institutional development and enforcement to digital platforms—a process she calls “institutional outsourcing.” China’s e-commerce boom
