Max Weber once remarked that bureaucracy’s power comes from its massing of expert and factual knowledges. It amasses this power, in part, by keeping much of its expertise and factual knowledge from public view. Only occasionally does someone with access reveal more of what’s going on behind the scenes, and how it might matter for our thinking about how facts are produced and contested, and what kinds of facts matter to policy makers and why. Sarah Ball is one such person. In Behavioural Public

But the prospect of change has sparked an authoritarian backlash that threatens the very foundations of our political system. Why is democracy under assault here, and not in other wealthy, diversifying nations? And what can we do to save it?With the clarity and brilliance that made their first book, How Democracies Die, a global bestseller, Harvard

Over the last two decades, the United States has supported a range of militias, rebels, and other armed groups in Afghanistan, Iraq, and Syria. Critics have argued that such partnerships have many perils, from enabling human rights abuses to seeding future threats. Policy makers, however, have sought to mitigate the risks of partnering with irregular armed groups. Militia group leaders in far-flung corners of these war-torn countries were subjected to background checks and instructed about

Winning by Process: The State and Neutralization of Ethnic Minorities in Myanmar (Southeast Asia Program Publications/Cornell UP, 2022) asks why the peace process stalled in the decade from 2011 to 2021 despite a liberalizing regime, a national ceasefire agreement, and a multilateral peace dialogue between the state and ethnic minorities. Winning by Process argues that stalled conflicts are more than pauses or stalemates. "Winning by process," as opposed to winning by war or agreement, represents

Capitalism is a revolutionary situation of the last stage of pre-history, and the potential and possibility for freedom, or else it is just what Hegel said history has always been: the slaughter-bench of everything good and virtuous humanity has ever achieved. Marxism defined itself as the critical self-consciousness of this task of socialism in capitalism, but this has been eclipsed by the mere moral condemnation of catastrophe. This happened as a result of Marxism's own failure, over a hundred

“It’s a free country.” Many of us recall saying that as children as we learned that we were American citizens who were endowed with certain rights—such as free speech. We would use those words when we wanted to assert our own rights when we were being bullied or chastised. We would use them to let others know that even if we did not agree with what they were saying or doing, they were within their rights to express certain opinions or to do certain things. How many American adults feel as confident
